What's Required

Under the Ethics in Government Act (1978), all members of Congress must file annual financial disclosures using OGE Form 278e. These reports cover assets, income, transactions, liabilities, and outside positions.

Asset Ranges

Exact dollar values are not disclosed. Instead, assets are reported in broad ranges: $1K–$15K, $15K–$50K, $50K–$100K, $100K–$250K, $250K–$500K, $500K–$1M, $1M–$5M, $5M–$25M, $25M–$50M, and $50M+. This makes precise calculations impossible.

Known Loopholes

  • Blind trusts — assets can be hidden from public view
  • Spousal assets — reported separately with less detail
  • Primary residence — excluded from disclosure requirements
  • Wide ranges — the "$50M+" category has no upper bound
  • Late filings — penalties are minimal ($200 fee)
